Building with Government

He has been the private partner in public projects since before this country had a template for one. The work has taken several forms.

A quarter of a million businesses have started in this country through systems Jigar Sagar helped build, operate or digitise.

He arrived at this work as an operator rather than an advisor. Over fifteen years he has run economic zones in partnership with government, sat at the table when the first public-private framework of its kind here was written from nothing, and built the technology that now handles licensing, registry and permit services across several jurisdictions. That work sits inside a national agenda he has spent his career close to. Economic diversification. Business setup reform. Digital government services. And the growth of a startup economy that produces companies of its own rather than only attracting them.

He advises on regulatory environments and public-private structures, contributes to the design of digital government services, and holds board and advisory positions across the companies he has founded and backed. Authorities bring him the delivery question. Private operators bring him the risk question. Boards bring him the regulatory one. He has sat in all three seats.

What He Is Brought In To Do

Company setup is the front door to an entire economy, and whoever holds it sees every kind of business in the country before anyone else does. He joined a months-old advisory in 2009 and stayed until it was the largest in Dubai. Most of what follows on this list came from things he noticed standing at that door.

It Usually Starts With a Conversation

Very few of the positions in Jigar's portfolio began with a deck.

They began with someone describing what they were building, usually before it was ready to be pitched.

If you are early, that is the right time.

The Shorter Form Most days, the thinking happens in clips, captions, and three-minute breakdowns.
